Town Administrator
The Town
Board of Salem, located in Kenosha County, Wisconsin
(population 11,375) with 36.7 million in new
construction last year; is seeking its first
fulltime administrator. The Administrator will be
charged with the execution of the policies and
procedures put forth by the Board and oversee the daily
operations of Town government.
Town of
Salem Board is a non-home rule community; consists of
five Board members elected at large and utilizes an
appointed Town Administrator.
The Town
Administrator supervises the Town Clerk, Treasurer,
Fire/EMS Chief, Public Works, Utilities (sewer),
Building, Public Safety, and Water Patrol consisting of
a staff of 27 full-time and a large number of part-time
and paid-on-call firefighters. The position will require
the Town Administrator to negotiate with two existing
unions. The Town Administrator will be expected to
exercise an open and enthusiastic management style in
order to build a strong team environment with high
morale where excellent customer service and creative
problem-solving are the norm. He/She must possess the
ability to bring people together to work toward common
objectives in the best interest of the long-term vision
of the Town Board. The strongest candidate will have a
record of achievement in matters of finance, municipal
and economic development experience.
The
successful candidate must possess a minimum of a
Bachelor’s degree in public or business administration
or related field; Master’s degree in public
administration preferred. Additionally, the candidate
will have a minimum of five years of executive
management experience in a municipality of comparable or
larger size as the Town of Salem. The ideal candidate
should also possess considerable knowledge of municipal
government operations, budgeting, capital improvement
financing mechanism, writing and securing grants, and
cooperative community relation techniques.

Salary
range: $78,000 to $85,000 +/- DOQE, plus excellent
benefits
